Thiruvananthapuram, Jun 21 (PTI) Kerala Minister for Local Self Government M K Muneer today said participatory governance and decentralisation were proactive movements against the ill-effects of globalisation.
Inaugurating a two-day international workshop on participatory planning here, he said citizen''s participation in budget allocation had enhanced social accountability and led to socio-political and economic uplift in places like Kerala.
Planning and budgeting were phenomena which happened in ivory towers during pre-independence period in India, Muneer said.
"Grassroot level matters were not take into consideration then and a participatory angle was also not considered by the then experts" he claimed.
"In Kerala, participatory planning and decentralisation are going hand in hand.It has paved way for social justice and lead to economic and political development at the grassroot level," he said.
Neighbourhood groups like ''Kudumbasree'' is one of the positive results of decentralisation initiatives in Kerala and they played a vital role in the empowerment of state women, he said.
The workshop on "Kerala''s Participatory Planning and Porto Alegre''s Participatory Budgeting" was jointly organised by Institute of Social Sciences (ISS) and Institute of Management in Government (IMG).
The event, conceived as a programme to make a comparative analysis between Kerala''s participatory planning and Brazilian municipality Porto Alegre''s participatory budgeting, was attended by many experts from India and Brazil.
