Call for more efficiency in planning

State Planning Board vice-chairman K.M. Chandrasekhar has called for greater efficiency in grassroots level planning and plan implementation.

Inaugurating a seminar on grassroots-level planning at the Centre for Development Studies (CDS) here on Thursday, Mr. Chandrasekhar pointed out that despite abundant potential, the State had not been able to promote small and medium enterprises (SMEs) in the growth of which the local self-government institutions could play a major role.

This would be possible only if the local bodies' revenues were augmented and their functioning streamlined, he said.

Participating in the discussion, CDS director Pulapre Balakrishnan said that local governments in China played a crucial role in the country's agricultural development.

They were able to do this as they had considerable financial powers.

The same should be possible in Kerala too, Prof. Balakrishnan said.

The seminar attended by, among others, elected representatives, technical experts and scientists, was addressed by senior IAS officers S. M. Vijayanand and James Varghese, Thiruvananthapuram district panchayat president Ramani P. Nair, the former State Finance Commission chairman M.A. Oommen, the former Planning Board member K.N. Harilal and Kerala Institute of Local Administration (KILA) director P. P. Balan.
