The Kerala Institute of Local Administration will conduct a training programme on democratic decentralisation for local body leaders from Jammu & Kashmir. Minister for Gram Panchayats M.K. Muneer would inaugurate the first phase of the training programme at KILA on Sunday. In all, 90 master trainers would be trained in KILA, said KILA director P.P. Balan. “The war-ravaged valley is trying to introduce the Kerala-model of decentralisation. More than 41,000 elected representatives in Jammu & Kashmir have not undergone any formal training in local administration,” Mr. Balan said.

Three faculty members of the KILA would attend a workshop in Jammu for preparing modules and handbooks for the training.
